Commission Shift
Speaker Bio
Julie is the Policy Manager for Commission Shift, a non-profit organization dedicated to enhancing accountability and transparency at the Texas Railroad Commission while advocating for policy changes aimed at reducing groundwater pollution and greenhouse gas emissions from oil and gas infrastructure. Julie is focused on ensuring that abandoned and inactive oil and gas wells are plugged, preferably by those who profit from them.
Julie holds a Master's in Public Affairs from the LBJ School at the University of Texas and a Bachelor's in Chemical Engineering from Texas A&M University. She has experience as a Legislative Director in the Texas House of Representatives and has worked on statewide and local political campaigns. Julie spent over a decade as an air pollution control engineer and in evaluating sustainable energy technologies.
Julie is applying her problem-solving engineering mindset to work within policy and politics because engineers can invent and design all the solutions in the world, but if we do not have the political will to create effective rules and regulations to implement these viable technical solutions, we will continue to ruin the air and water essential for our survival. Policy can either help or hinder progress toward a more sustainable future.
