Chris McCullough is Co-Founder and Chief Operations Engineer for Dudak, McCullough & Evans Consulting, LLC (DME Consulting). Formed in 2021, DME Consulting specializes in advising clients about idle, deserted, abandoned/re-abandoned wells, the regulation and repurposing of former oil field properties, and providing litigation consultation.
Mr. McCullough has 45 years of experience in oil, gas, and geothermal industry development and regulation. Prior to forming DME, Mr. McCullough spent 40 years working for the State of California, 12 years with the State Lands Commission, and 28 years with the California Geologic Energy Management Division (CalGEM), where he retired as the Acting Southern District Deputy.
He has served in multiple management positions at CalGEM, including Southern California Underground Injection Control, Permitting, and Surface Programs Manager with direct oversight of the Construction Site Well Review, Idle and Orphan Well Management, and Field Surveillance programs. He has also served as CalGEM’s statewide data management and statute implementation director which included oversight and coordination with local, state, and federal agencies.
Mr. McCullough is experienced in upstream oil, gas, and geothermal production operations associated with wells and facilities, both onshore and offshore, including statutory implementation, regulation development, and production facilities equipment, safety systems, and processes. He also has extensive experience with drilling, rework, and well abandonment operations, including oversight of California’s orphan, hazardous and deserted well abatement operations, performing well rework and abandonment program design, contracting, well control, and onsite supervision.
