Mr. Arthur is a registered Professional Engineer (PE) in 35 states, a registered professional Petroleum Engineer (SPEC) through the Society of Petroleum Engineers (SPE), a Certified Petroleum Geologist (CPG) through the American Association of Petroleum Geologists (AAPG), a Fellow of the Geological Society (international), and a Qualified Methane Measurement Specialist (QMS).
Dan has worked for major oilfield service companies, oil and gas producers,
environmental non-governmental organizations, state and federal government agencies, and major environmental consulting firms over his 40-year career. He is the Founder, President and Chief Engineer of ALL Consulting and has served as its President & Chief Engineer throughout the firm’s 25-year history. Mr. Arthur is also the Vice President of Well Plugging Initiatives for CSR Services, an Appalachian Well Plugging company. Further he is the Chief Technology Officer (CTO) for True Methane Technologies (TMT), a methane monitoring company servicing clients in the mid-continent. Finally, as Chief of Sustainability for DynaVert Holdings, a Methane Capture & Reclamation (MCR) Project Development Firm, Mr. Arthur is managing plans to permanently plug oil & gas wells throughout the United States and internationally. In fact, Mr. Arthur is an internationally recognized authority by the United Nations Framework Convention on Climate Change (UNFCCC). He also currently services as President-Elect of the AAPG Division of Environmental Geosciences.
He serves as an Expert Consultant to the Department of Energy’s (DOE’s) Methane Emission Reduction Program (MERP), has served as a National Expert while employed at the US EPA, and has designed, permitted, drilled, completed, tested and plugged significant numbers of wells across the country. In fact, over the last year, Mr. Arthur (through his various associations and consulting roles) has advised plugging on approximately 1,400 abandoned idle & orphan wells. Further, Mr. Arthur is a Consulting Expert to the BCarbon Carbon Registry, working to reduce emissions from marginal, idle, and orphan oil & gas wells.
Dan is a recognized authority in the regulation, development, and operations of oil & gas and environmental statutes, rules and regulations throughout the U.S. He been published and given presentations hundreds of times covering oil and gas, injection wells, well plugging, well history, and a variety of engineering topics focused on the upstream oil and gas space, sustainability, clean energy (e.g., geothermal, solar, micro-grids, etc.), and more. He has served as an expert witness/consultant on approximately 2,500 dockets and more than 150 litigation cases across the U.S. His expert work has included work with the Securities & Exchange Commission (SEC), non- government organizations (NGOs), various governmental agencies, industry, and individuals. Lastly, Mr. Arthur has been the Lead Research/Project Manager on numerous DOE Research Projects, including the Risk Based Data Management System (RBDMS), Frac Focus, numerous projects on best practices, well plugging and abandonment, Underground Injection, and Produced Water management/recycling.
